New Article "Pathways for Sustainable Urban Waste Management and Reduced Environmental Health Risks in India: Winners, Losers, and Alternatives to Waste to Energy in Delhi" by P Randhawa, F Marshall, PK Kushwaha, and PN Desai
Abstract: This paper examines the shift toward centralized waste-to-energy (WTE) as a singular solution to Delhi's solid waste crisis and describes a transdisciplinary research process that sought to understand how and why this dominant waste management pathway emerged. It also sought to engage with and facilitate debate on the potential for alternative waste management pathways, which may better address combined environmental and social justice concerns. We explain the emergence of a transforming narrative that reframed waste from a risk to a resource, reflecting and reinforcing the dominant trajectory of socio-technical-ecological change in urban development, and reconfiguring waste related infrastructure to involve public private participation and WTE technology. Drawing on empirical studies, involving local residents, wastepickers associations, NGOs, and government officials, we discuss implications of WTE projects in Delhi. We argue that the current WTE focused approach, without modification, may simply displace health hazards across time, space and social groups and exacerbate social justice concerns. The dominant narrative on waste management priorities appear to make certain health risks protected and recognized whilst others are made invisible. We make the case for possible alternative waste management scenarios, institutional and regulatory arrangements that may better address environmental health and social justice concerns. These are summarized under eight principles for reframing urban waste management policy challenges in the context of sustainable urban development. These principles include a reframing of waste management through a sustainability lens that links currently divergent initiatives on environmental health and social justice. It involves an appreciation of complex socio-material flows of waste, the need to move beyond perspectives of waste management as an environmental policy issue alone, appreciation in policy development that the informal sector will remain a key player despite attempts to formalize waste management and the need to provide incentives for diverse waste management strategies that move beyond the private.

Science requires evidence behind an assertion. As William Deming said, "without data, you're just another person with an opinion." So the argument in a research article must have some sort of evidence, i.e. data, behind it. But does the data support the article or does the article support the data? Both actually. It is the responsibility of the researcher to provide a package of evidence and argument in order to advance our understanding.
This will introduce ways to interconnect your article and data in ways that make them most readily understood and useful by others. Topics include how to prepare data for presentation, how to ensure the data are well stewarded, and how to provide fair credit and access to data through citation. It will also touch briefly on other research outputs like software and protocols.
Speaker: Mark A. Parsons, Research Scientist and Editor in Chief, Rensselaer Polytechnic Institute and Data Science Journal
Mark Parsons is a Senior Research Scientist at the Tetherless World Constellation at Rensselaer Polytechnic Institute. He researches mediation and how researchers actually share data and collaborate. Mark was the first Secretary General of the Research Data Alliance (RDA) and stepped down in July 2017. He focuses on stewarding research data and making them more accessible and useful across different ways of knowing. He has led major data stewardship efforts for more than 20 years, and received the American Geophysical Union Charles S. Falkenberg Award as an advocate of robust data stewardship as a vital component of Earth system science and as an important profession in its own right. Prior to joining Rensselaer, Mark was a Senior Associate Scientist and the Lead Project Manager at the National Snow and Ice Data Center (NSIDC). While at NSIDC, he defined and implemented their overall data management process and led the data management effort for the ICSU/WMO International Polar Year 2007-2008. Mark is the Editor-in-chief of the CODATA Data Science Journal.

Call for Papers: Special Issue on Science, Technology and Innovation in Latin America in the Journal of Scientometric Research
This unbalanced picture led to the establishment of a collaborative model, known as North-South, where the South, that embraces consumers or peripheral countries, establishes strong links with the North, or central countries, in order to overcome its internal deficiencies in science, technology and innovation. In this context Latin America presents itself as a region with little tradition in the sector. Some indicators extracted from the report organized by RICYT in 2019, entitled "El estado de la ciencia: main indicators of Ibero-American / Inter-American science and technology 2019", illustrate this scenario for 2017: (a) investments in science, technology in the region represent 3.1% of all global investment (European countries invest around 22%), (b) the region has 3.7% of the world's researchers (Europe has 30%) and (c) similar shares are seen for the number of scientific publications and patents.
Noteworthy highlighting the central role of universities, especially in the public sector, as the main drivers of scientific and technological activities in Latin America: they concentrate almost 60% of researchers in the region and they have strong financial support from the public sector, which corresponds to 58%. It is also worth mentioning the region's internal inequalities in all sectors and also in science, technology and innovation, where Brazil, Mexico and Argentina, assume central roles with investment rates, human resources and have much higher production than the region's average.
Despite recent efforts, Latin America's current picture points to the need to strengthen the collaborative projects already established with central countries as a way to enlarge the training for and visibility of the region's scientific and technology activities within global science. On the other hand, this picture also raises discussions on the need for Latin American governments to seek internal strategies, such as the expansion of South-South relations, that may lead to a greater local and regional development as well as to a reduction of the region's level of scientific and technological dependency and to the establishment of a common agenda focused on the peculiarities and demands of the region, especially in health sciences.
Recently, global public health crises, such as Zika and COVID-19, have reinforced the strategic character of the whole system of science, technology and innovation in the production of quick and joint responses. At times like these, local competencies may become protagonists and so can break barriers, altering significantly the producer-consumer model of new knowledge.
Considering this brief introduction, this special issue of the Journal of Scientometric Research (JSCIRes) will welcome studies in the Latin America context, including comparative or case studies, with the following subjects:
- ST&I indicators, mainly in the field of health sciences or in emerging themes;
- ST&I policies and the impact on reducing local and regional inequalities for the sector;
- Scientific collaboration, with emphasis on local and regional relations;
- Open Access, Open Research Data, Consolidation of local or regional databases, Multilingualism, among other topics to enhance visibility and internationalization;
- Alternative indicators, such as social media metrics, and the impact and influence of the scientific and technological activities in the virtual environment.

CfPs: Special Issue on RRI Futures - Learning from a decade of Responsible Research and Innovation, in Journal of Responsible Innovation
What can be learned from roughly a decade of interest in Responsible Research and Innovation (RRI)? How should such learning inform policy, scholarly, and practitioner agendas and imaginations for the next 10 years? These questions come at a critical time: Whereas RRI has come to occupy an increasingly important space in science, technology and innovation policymaking, particularly but not exclusively in Europe, the European Commission's (EC) science policy discourse is shifting towards terms such as 'open innovation'. This move, as some have noted, suggests questions and uncertainties even as it presents opportunities for renewal (Fisher 2020) or at least taking stock of both shortcomings and accomplishments.
We invite contributions of several different kinds for a Special Issue of the Journal of Responsible Innovation devoted to learning from the EC's approach to and investments in RRI in order to shed light on possible, desirable, or alternative futures of RRI. Based upon what can be learned from the recent experience with RRI, what potential futures and agendas can be plausibly anticipated or legitimately recommended?
We invite research articles of 6,000-10,000 words that empirically ground their assessments of RRI futures in analyses of RRI policies, programs, and activities. We are particularly interested in what can be learned more generally and moving forward from their successes, failures, and tensions. By empirical, we are open to qualitative, quantitative, mixed methods, and experimental approaches that may include but are not limited to surveys, interviews, case studies, observations, experiences, document analysis and literature reviews. We also welcome a variety of theoretical, conceptual, and historical treatments of RRI policies, discourses, practices, and assumptions. Finally, we invite short Perspectives (roughly 2000 words) that present well-grounded opinions, commentary, or visions that are based in the scholarly literature or in new research.
In keeping with JRI's broad approach, we encourage potential authors to treat RRI as a unique and historically situated policy experiment in the normative governance of science and innovation that sits alongside numerous other approaches. Questions and topics that potential contributors may wish to consider as they engage more broadly with RRI futures include the following:
- What have we learned from RRI about the politics of responsible innovation? How can RRI experiments and experiences help us understand interactions among publics, experts and other innovation actors in reflexive, anticipatory and tentative forms of governance?
- Can lessons learned from RRI guide us in confronting and negotiating irresponsibilities, inequities and misalignments among research and innovation actors and institutions, whether these are persistent or emerging?
- How does the current experience with RRI compare to prior or contemporary 'policy-for-science' experiences such as Technology Assessment, Ethical, Legal and Social Aspects/Implications (ELSA/ELSI) research, and Broader Impacts?
- In what ways has it experimented with or advanced social scientific concepts and methodologies of foresight and anticipation, public and stakeholder engagement, or socio-technical integration and collaboration?
- How does RRI relate to past and present grassroots experiments in 'social innovation,' 'citizen science,' and related movements that are now gaining traction with policymakers, scientists, and others in Europe and elsewhere?
- How has RRI been viewed and taken up in industrial contexts? How can new constellations of actors and institutions respond to calls for increased alignment of products and processes with societal needs and values?
- How has 'responsibility' been imagined, achieved or apportioned in RRI thinking and practice, particularly in relation to 'innovation'? How has this relationship developed – and what can we learn from this? Can the EC's six keys (ethics, gender equality, public engagement, etc.) be reconciled with other understandings of responsibility and RRI?
- To what extent does the RRI experiment provide an adequate response to the grand societal challenges that face us today, such as: sustainable development, climate change, infectious diseases, social welfare, poverty and inequality, aging, big data? Has RRI helped to place these challenges more firmly on policy and research agendas, particularly in a period of major global disruption and uncertainty caused by the COVID-19 pandemic?
- What can be learned from numerous real-world experiments with RRI, including in non-European contexts (e.g., the Global South) and domains that do not usually fall under its remit (e.g., incumbent sciences and technologies)?
- What remains to be learned, retained, reclaimed, forgotten, or reinvented?
