Call for Nomination: NIAS-DST Training Programme on "Science Policy and General Management" | 26 February to 9 March | NIAS Bangalore

NIAS-DST Training Programme on "Science Policy and General Management" for Senior Scientists/ Technologists
February 26 to March 09, 2018
at National Institute of Advanced Studies (NIAS), Bangalore, India

The National Institute of Advanced Studies (NIAS) has been organizing with support from the Department of Science and Technology (DST), Government of India, training programmes to provide the orientation and planning skills required for scientists/ technocrats of the country, and in particular, to offer views of the broader scientific, economic, social and and cultural milieu in which the Indian scientific enterprise could develop in this century. The large-pool of scientific and technical manpower in many Indian institutions has not had the benefit of either induction training or a system of regular in-service training that are available to other cadre-based services. In order to bridge this gap, this Programme for scientist-administrators and technologists at the Senior Level with 15 years of experience and above from various scientific organizations in the country will focus on the theme "Science Policy and General Management". The Course will be conducted during February 26 to March 09, 2018. Consistent with the mission of NIAS, its courses emphasize the development of leadership qualities through the integration of multidisciplinary knowledge.

About the programme: This program will impart training to participants on how science policies are important and are evolved and what is the government's role in the science and technology innovation system. Given the challenges that lie ahead in India's S & T programmes, this training capsule will aim to equip those planning careers in science and technology and related areas. Similarly, the course will dwell on how S&T policies are formulated when government and the society/public look increasingly to experts to do more for the society than conduct research and produce knowledge. This training program will impart sufficient knowledge to participants so that they can contribute to decision making related to S & T issues in public, private and civic settings.

Course Outline: The training programme includes lectures by eminent speakers, presentations by the participants, group discussions, project work, week end technical visits, public lectures, cultural programme, 'Yoga' practice from health point of view and feedback. The defining feature of lecture pattern in our courses consists of interactive sessions with distinguished faculty drawn from different organizations and occupations. The general format is a presentation for 45 minutes followed by lively discussions for 45 minutes. The participants would be encouraged to interact as widely as possible with the speakers.
The course will address broadly the following topics: Origin, evolution and history of science policy; Role of government in regulating, promoting and financing science; Science and Ethics; Science and IPR; S&T in advancement of national goals; Science and Diplomacy; Science and gender; Influence of social, cultural and political forces on the production of scientific knowledge; Science Policy and Security; Science Policy, Education and Culture; Advocacy, Special interest or Action Groups in influencing science policies; Science policy in global context; India's Nuclear Programme; India's Space Programme: Moon Mission, Mars programme, S&T in Defence and Security; Science and Agriculture etc.
More information about the lectures will be provided to the nominated participants.

Infrastructure: NIAS has unique infrastructural facilities like accommodation, dining hall, library, auditorium, lecture hall, browsing centrç, campus with good ambience. Since the programme is residential, NIAS will arrange boarding and lodging facilities. In view of this, it is necessary that all the participants stay in the campus. In addition, the outstation participants will be provided with transport for their pick-up and drop.

Nominations: The participants will be from various institutions like DST, DRDO, DAE, ISRO, ICMR, ICAR, CSIR, DSIR and Universities. No participation fee is involved for attending this essentially residential programme. Only the travel expenses from Head Quarters to Bangalore and back are to be met by the nominating organizations as stipulated by DST. Participation in this Programme is limited to 25 individuals.

This programme is sponsored by Indian Council for Social Science Research (ICSSR), New Delhi.

Aim of the Programme:

Quality of social science research has been fallen short of expectations in terms of contribution to the better understanding of socio-economic processes and shaping of public policy. One of the major reason for this is the lack of adequate training on fundamentals of research methodology. ISID has been one of the pioneering research organisations promoting social science research in India through its databases on Indian economy, on-line research referencing of Indian Social Science Journals and Press Clippings etc. and also organising various training and capacity building programmes, conferences, seminars, workshops etc., and through other medium of dissemination of its research activities. This programme specifically aims to develop research capabilities of young social science research scholars from marginalised groups to strengthen their potential as future
researchers.

Content of the Programme:

Broadly, this is a multidisciplinary programme dealing with various aspects of qualitative and quantitative research starting from research design to writing and dissemination of research output. A week long programme consists of interactive sessions including lectures, group discussions, database familiarisation etc. The following are the key course components:
    Introducing the Basics of Research Methods;
    Research design: Identification of appropriate Research Questions, Effective Review of Literature, developing the conceptual framework, hypothesis formulation;
    Data collection and sampling methods: conducting field survey and field notes preparation, familiarisation of various secondary data sources, undertaking case study;
    Qualitative and Quantitative data analysis: basic statistical and econometric techniques with relevant software packages like Excel, SPSS and Stata;
    On academic writing and publication; and
    Practical sessions/assignments.
In addition, there will be special lectures by eminent academicians on various socio-economic issues such as industry, employment, education, health, poverty, inequality and other social sector issues. Overall, the programme intends to equip the participants to conduct their research more scientifically, i.e. with appropriate theoretical and empirical knowledge in a systematic way.

Who can Apply?

Young social science researchers and teachers from colleges, universities and research institutes belonging to the aforementioned social groups interested in pursuing research related to socio-economic issues will constitute the target audience of this programme. A batch of 25-30 participants will be selected on all-India level, based on suitability. Participants will get free boarding and lodging facility at the campus hostel on twin-share basis and to and fro 3-tier AC train fare by the shortest route will be reimbursed.

Application Procedure:

Interested candidates may send their applications (downloadable from ISID website: http://isid.org.in) in the prescribed format along with CV, 500 words write up in their area of research interest and a letter of consent from the Department/Institution/College through email to vsbeena@gmail.com on or before January 19, 2018. The UNESCO Courier | Season's Greetings

HAPPY NEW YEAR TOUR

The Courier would like to wish all its readers
Season's Greetings
and invites them for a Happy New Year Tour
on its "magic carpet" that travels through time.

Imagine Caligula in the vestibule of his palace waiting for his presents. Or Queen Elizabeth I jumping for joy at receiving silk stockings and garters from her lords. Citing anecdotes, renowned French anthropologist Claude Lévi-Strauss tells us how the gift idea started and how the gift-giving tradition spread around the world, while his Swiss fellow Alfred Métraux depicts a strange procession of horsemen, accompanied by musicians, wearing hats and waistcoats made of pastry and rings of bread round their necks and arms. "The New Year expresses man's deep-rooted longing for regeneration by regenerating Time and the Universe as a whole to begin a new life in a new Creation, in other words, to be purged of one's sins and forget one's failures," explains the author of the famous Myth of the Eternal Return, Mircea Eliade.

"If we could travel around the world on a magic carpet and peep at the celebrations in the various countries, what a wonderful variety of customs we should find" said the Courier's editors in December 1955. Let's make this travel now!
